Introducing Rare Ai-Signals - This week’s New Zealand CIO Innovation Awards deserve genuine celebration. Not because awards alone prove strategic maturity, but because the winning work reveals stuff..

From here on, Rare is publishing a weekly Rare-AI Signal to drive a more valuable AI conversation- one centred not on novelty, policy, hype or tool adoption, but on outcomes, operating methods and enterprise renewal. Each edition will identify the signals that matter—where AI is creating real capability, where organisations are rebuilding the foundations for change, and where strategic drift remains unresolved.

Not because awards alone prove strategic maturity, but because the winning work reveals something more important- a growing number of New Zealand organisations are moving beyond AI theatre, fragmented technology purchases and productivity slogans into operational intelligence, redesigned workflows, cyber resilience and workforce capability.

The week’s signals form a coherent picture. AI is beginning to enter the real machinery of organisations—but the strongest examples are not treating it as a standalone tool. They are connecting it to unique data, operational decisions, accountable governance and human capability.


Contact Energy is the clearest enterprise signal. The CIO Awards report AI deployment across generation, retail and corporate operations, alongside Māpuna, a geothermal-management platform drawing on 70 years of operational data. The awards account cites a 30% reduction in cost to serve and self-service adoption rising from 30% to 80%. Those impact figures require primary-source corroboration before they are treated as audited facts. But the strategic pattern is unmistakable: AI becomes materially more powerful when it is built around an organisation’s distinctive operational knowledge—not merely added as a generic assistant. FortySouth offers a second, equally important pattern- intelligence leaving the screen and entering the physical world. Its award-winning programme uses AI-enhanced digital twins across a mobile-tower estate, allowing engineers, planners and customers to plan and collaborate remotely. The reported reduction in engineering-upgrade effort and avoided site visits again needs independent confirmation, but the direction is compelling. Digital twins can give utilities, transport networks, tourism assets, hospitals, campuses and public infrastructure a continuously visible operational model—one where alternatives can be tested before capital, time, carbon and people are committed.


The University of Otago demonstrates a bounded and sensible use of AI in a high-consequence environment. Its cyber-security reset reportedly included AI-assisted threat modelling, a factual risk baseline and replacement of a failing security-operations centre. This is a useful antidote to the noisy idea that AI strategy means automating judgement everywhere. In cyber assurance, the better model is often AI for sensing, prioritisation and analyst support—inside clear accountabilities and human-led decisions.


Tāmaki Health was recognised for responsible AI adoption with reported clinical impact and stronger governance. The disclosed detail is not yet enough to classify the underlying use case, scale or benefit independently. That restraint matters. In health, a responsible-AI benchmark must mean more than a successful pilot: it requires evidence of safety, governance, clinical oversight, equity, outcomes and trust. The signal is promising; the validation task remains.


The Awards also show why the obsession with “who is using AI?” is too shallow. NZ Post has been recognised for organisation-wide transformation across parcel movement, administration, frontline operations and customer touchpoints. Suncorp New Zealand reportedly replaced 19 fragmented systems with unified workflows. Neither published account makes an AI claim, and neither should be relabelled as AI adoption. Yet both illustrate the foundations on which advanced automation and agentic systems depend: coherent workflows, usable data, clear hand-offs, accountable decisions and fewer disconnected platforms.


The same applies to AsureQuality, recognised for connecting communities of practice, strategic planning, frontline participation and modern ways of working. This is not proof of triple-loop maturity, nor is it evidence of enterprise AI deployment. It is, however, a serious change-readiness signal. Organisations do not become adaptive because leaders announce transformation. They become adaptive when people can surface operational truth, challenge assumptions, test new methods and return learning to the system.


The supporting signals this week reinforce the point. Tōnui Collab Charitable Trust has been named as New Zealand’s delivery partner for the Experience AI education programme, bringing responsible-AI literacy and digital-equity capability into view. Meanwhile, the Institute of Directors and KPMG have set out a practical public-sector AI-control agenda- AI registers, accountable ownership, role-specific training, data foundations, assurance, benefits measurement and sovereignty choices. Tech New Zealand’s new Digital Skills Aotearoa- Digital Skills in the Age of AI research adds the workforce dimensions; demand is rising for AI, cyber, cloud and software expertise while STEM and early-career pathways remain under pressure. The NZ education system underneath it is still set and configured, barring exceptions, to a Victorian education era mass delivery, kids in rows, non-experential and or follow-leader chalk and talk 'remember' this post-"learning" assessment model.


That is New Zealand’s real challenge and opportunity. We do not need to imitate the United States’ capital scale, China’s industrial scale or Europe’s regulatory scale. We need to become exceptionally good at practical, trusted diffusion: connecting AI to real services, unique sector knowledge, reliable data, capable people and credible safeguards.


Globally, AI use is spreading quickly—Stanford’s 2025 AI Index found 78% of surveyed organisations using AI in at least one business function in 2024. But use is not transformation or necessarily a vector for "value" or "outcome". Indeed, the strategic divide is opening between organisations that apply AI to make inherited work marginally faster, and those redesigning how they sense-make, decide, govern, act and learn. This week’s CIO Award winners are therefore more than a congratulations list. They are an early field guide for Aotearoa: build intelligence around real operational value; repair workflows before automating them; treat cyber, assurance and sovereignty as design requirements; and bring people into the learning system.

That is how AI becomes not just faster work, but a more capable organisation.
